That ground looks like powder? In another heavier type of clayed soil, this would be blood, sweat, and more sweat. I do love going back using tools from the past to the now though.
You cannot break untilled soil with a wheel hoe, but once tilled even heavy clay soil can be dealt with. I live in PA and it's all we have, and I own 5 wheel hoes, old and new, and they work great

If you're doing it by hand you may as well spend the extra five seconds to replant it. You can get quite a few yields from a potato plant. Leave the small shitty ones. They can withstand the trauma of being uprooted a bunch of times generally.
Don't under stand why you take the extra time to take the nut completely off ? Just losen it move it to the hole and slip it out, put the next attachments nut through the hole, slide and tighten
