I think he is unsure how to proceed with his Endgame. Imagine that he have a lot of plot threads that he wants to develop and then end at the same time. Some are more simple, others are more complicated and need more time. I think that he may have developed some ideas and plots too much. This puts us in an endgame situation in some parts of the game but not others.I'm starting to wonder if DPC is running out of story? If you think about it the stage is set for resolving all of the storyline's in the game in just a couple of more episodes. If DPC has pitched a three season game to Steam, or he wants to milk the Patreon for a couple of more years, he needs to slow the story down.
So he needs some fillers and padding to slow down those plots close to being solved while he continues developing the others. That's basically what D&G did in this episode. It slowed most of the LIs plots down, while the rest of the episode was about taking the drugs/prostitution/corruption at B&R plot further.
We're not at this stage yet, but my fear is that some LIs plots will end up feeling forced with unnecessary drama because he needs padding.
